The introduction in 1997 of Universal Primary Education (UPE) gave thousands of Ugandan children, previously excluded from the educational system, access to primary education. The sharp rise in enrolment has since placed a major strain on all components of the system, including infrastructure, classrooms, supply of teachers, and the provision of textbooks and other teaching/learning materials.
